Vision and objectives

The International Youth Engagement Programme fulfils this ambition by offering a structured programme of engagement before, during and after the Congress, with the aim of creating an international community of young leaders committed to ocean conservation and the development of a sustainable blue economy.

Background and rationale

In this context, the organisation of the 6 International Conference on Marine Protected Areas (IMPAC6) in Senegal in 2027 is a historic event. Held for the first time on the African continent, this congress represents a unique opportunity to highlight Africa’s progress in the governance of marine protected areas and the sustainable and equitable management of marine and coastal resources.

The success of this ambition depends on the strong involvement of young people. Representing more than 60 % of the African population, they are a driving force for innovation, civic engagement and social transformation. However, their involvement in decision-making forums and international initiatives on the oceans remains limited.

Engagement strategy

An inclusive campaign, ensuring a balanced representation of young people from all regions of the world, with particular attention paid to Africa, coastal communities, girls, small island developing states, indigenous peoples and vulnerable groups. 

* Multi-sector involvement, bringing together students, early-career researchers, young professionals, entrepreneurs, activists, youth organisations, young members of marine protected area management committees, decision-makers and civil society representatives. 

* A partnership-based approach, by engaging governments, national and international organisations, universities, NGOs, the private sector and youth networks in order to strengthen synergies and resource mobilisation. 

* A path to gradual engagement, enabling young people to progress from awareness-raising to capacity-building, then to active participation in the Congress, and finally to the continuation of initiatives following IMPAC6.
